Overview


Decker Land Surveying, P.C. played a crucial role in the development and construction of the Warrior Solar Project in Frankfort, New York. This 6.41 MW solar farm, developed by EDF Renewables North America for NY VEDR, was completed in 2024 and is now part of CleanCapital’s renewable energy portfolio.



Unique Challenges of the Site


Unlike traditional solar farm projects, Warrior Solar was built on a former landfill, presenting distinct challenges that required specialized construction techniques. Our focus was on precise construction staking to ensure proper placement of all components while adhering to strict environmental and engineering constraints.



Construction Staking & Site Coordination


During the construction phase, our team played a vital role in providing accurate layout and staking services:


  • Staking for Site Layout – We staked out roadways, fencing, and electrical infrastructure to ensure proper placement within the site's unique constraints.

  • Concrete Ballast Staking – Instead of traditional pile-driven foundations, this project utilized concrete ballasts to support the solar arrays. Our team ensured that each ballast was positioned with high precision to maintain structural integrity and site efficiency.

  • Environmental Considerations – Working on a landfill site required adherence to strict environmental regulations. Our stakeout methods helped mitigate risks and prevent unnecessary disturbances to the landfill cap, ensuring compliance with engineering and environmental guidelines.



Collaborating with Industry Leaders


The successful completion of Warrior Solar was made possible through close collaboration with key industry partners:


  • O’Connell Electric – Led the electrical work on the project, installing all necessary infrastructure to connect the solar farm to the power grid.

  • Williams Fence and Excavating – Handled the installation of fencing and site security measures, ensuring compliance with project specifications and environmental regulations.

  • Rasmussen Excavation – Conducted all site work, including excavation and grading, ensuring the landfill cap remained undisturbed while preparing the site for solar panel installation.



Project Finalization & Transfer to CleanCapital


Upon project completion, CleanCapital acquired the site as part of its renewable energy portfolio. To finalize the transition, we conducted an updated ALTA/NSPS Land Title Survey documenting all improvements made to the land. This ensured that CleanCapital had accurate records for long-term site management and compliance.
